Why We Built Annex Talent
Bellwether Consulting has operated professional services in Pakistan since 2012. Over those years, our team navigated the realities of the local market — the regulatory complexity, the infrastructure risks, the talent identification challenges, and the legal framework of hiring in a developing economy.
By 2024, a pattern had emerged: our clients — UK accounting firms, US technology companies, and regional advisory practices — kept asking us informally to help them build local teams. Not outsourced tasks. Actual extensions of their firms, with their branding, their processes, and their culture.
Annex Talent is our answer to that question, formalised. Every operational SOP, legal contract template, and infrastructure decision reflects a decade of lived experience — not a pitch deck assembled from market research reports.
We created the "Iron Dome" infrastructure because we had experienced Pakistan's power grid first-hand. We designed the 90-Day Pilot with a no-exit-fee clause because we understood the psychological barrier to that first commitment. We built the EOR structure because we knew what happened to firms that tried to hire in Pakistan without it.
Bellwether Consulting Founded
Incorporated in Pakistan as a corporate advisory and professional services firm. Initial focus on financial advisory and corporate restructuring for local and regional clients.
First International Client Engagements
Bellwether begins supporting UK and Middle East firms with Pakistan-based research, financial analysis, and compliance support on a project basis.
Infrastructure Investment — "Iron Dome" Phase 1
Remote work acceleration drives Bellwether to invest in dedicated office infrastructure: generators, redundant connectivity, and VDI-based secure working environments.
Managed Office Model Developed
Client demand for dedicated, embedded team members — rather than project-based support — leads Bellwether to formalise the EOR operating model internally.
Annex Talent Launched
The dedicated EOR and managed staffing division of Bellwether Consulting is formally established, with a standardised pilot programme, legal contracts, and the Iron Dome infrastructure offering now available to all clients.

With over 14 years of experience building and managing professional services operations in Pakistan, Arshad founded Bellwether Consulting in 2012 and established Annex Talent as its dedicated offshore staffing division. He brings deep expertise in corporate advisory, EOR structuring, and the practical realities of running compliant, high-performance teams in Pakistan for international clients.

ACA-qualified (ICAP), Zain brings a rare combination of Big-4 audit experience (Deloitte Pakistan) and senior finance management experience at a US-listed healthcare technology company, where he was promoted to Manager Finance and coordinated with US Deloitte on international acquisition audits. He also heads the outsourcing function of Bellwether Consulting's international advisory arm and brings structured, process-driven thinking to everything Annex Talent operates.
